Pushing hardest for a bill is Senate Majority Leader George Mitchell, who expected to cap his political career with a historic reform measure. Now he’s hoping for a modest Senate bill, but he’s getting little White House help. White House strategists believe that even if Mitchell gets a deal in the Senate, it wouldn’t pass the House. And they don’t want lawmakers in Washington in October, forgoing precious campaign time, for a doomed bill. Asked about Mrs. Clinton’s involvement in this final round of negotiations, a GOP staffer replied, “Mrs. Who?”
